Cabinet Secretaries To Answer On Phantom Dams
As the Directorate of Criminal Investigations (DCI) continues to probe the awarding of a multi-billion shilling tender for the construction of two phantom dams, three Cabinet Secretaries are among those scheduled to appear. Last week National Treasury Cabinet Secretary Henry Rotich faces the DCI to answer questions over the authorisation of payments relating to the proposed construction of Arror and Kamwerer dams in Elgeyo-Marakwet County.
The phantom projects were due to start in December 17 but despite National Treasury outlays of Sh20 billion the major contractor has since filed for bankruptcy.
The Managing Director of Keiro Valley Development Authority is also expected to appear as well as a number of past and present principal secretaries.
Among other irregularities, DCI Director George Kinoti is looking to establish why there was such a rush to award the contract, as well as understand why a company with poor ratings managed to secure the tender and a large pre-payment.
